Visita Oficial de la Oficina en Colombia del Alto Comisionado de las Naciones Unidas para los Derechos Humanos y de las Embajadas de Suecia, Irlanda y Canadá, al Archipiélago de San Andrés, Providencia y Santa Catalina

La Oficina en Colombia del Alto Comisionado de las Naciones Unidas para los Derechos Humanos, la Embajada de Suecia, la Embajada de Irlanda y la Embajada de Canadá visitaron en Misión Oficial el Archipiélago de San Andrés, Providencia y Santa Catalina, del 2 al 4 de noviembre, por invitación de las autoridades raizales.
En esta visita se reunieron con la Gobernación, y con unas 60 autoridades étnicas, líderes y lideresas, del Pueblo Raizal de San Andrés, Providencia y Santa Catalina, incluidos jóvenes, mujeres, trabajadores rurales y personas adultas mayores. Conjuntamente analizamos la situación de derechos humanos incluidos sus derechos económicos, sociales, culturales y propuestas para la protección y pervivencia del pueblo raizal en el Archipiélago.
En octubre de 2022, la Defensoría del Pueblo emitió la Alerta Temprana 028 para San Andrés con un diagnóstico de la situación y recomendaciones específicas para el Estado, con el fin de que se garanticen y respeten los derechos humanos en las islas.
Durante esta visita, las autoridades raizales expresaron sus preocupaciones por el medio ambiente, su seguridad alimentaria, la cultura y la pervivencia del Pueblo Raizal. Insistieron, además, en la necesidad de un censo de población actualizado, y solicitaron apoyo para avanzar en la formulación de programas y proyectos económicos, ambiental y culturalmente sostenibles, donde los representantes de los países participantes pueden intercambiar buenas prácticas.
Respaldamos el llamado de las autoridades raizales al Estado para que se adopte prontamente el Estatuto Raizal y se priorice la atención a la situación de derechos humanos, en San Andrés, Providencia y Santa Catalina, con plena participación y reconocimiento en las decisiones que les atañen.

Official Visit of the Office in Colombia of the United Nations High Commissioner for Human Rights and the Embassies of Sweden, Ireland and Canada, to the Archipelago of San Andres, Providencia and Santa Catalina

The Office in Colombia of the United Nations High Commissioner for Human Rights, the Embassy of Sweden, the Embassy of Ireland and the Embassy of Canada, visited the Archipelago of San Andrés, Providencia and Santa Catalina from 2-4 November, at the invitation of the Raizal community.
During this visit, they met with the Governor’s Office and with some 60 members of the ethnic authorities and leaders of the Raizal community of San Andres, Providencia and Santa Catalina, including youth, women, rural workers and elderly people. Together we discussed the human rights situation on the islands, including economic, social and cultural rights, and proposals for the protection and survival of the Raizal community in the Archipelago.
In October 2022, the Ombudsman’s Office issued Early Alert 028 for San Andres, which included an assessment of the situation and specific recommendations for the State to guarantee and respect human rights in the islands.
During this visit, the Raizal leaders expressed their concerns for the environment, food security, and the culture and the survival of the Raizal community. They also stressed the need for an updated population census, and requested support to take forward the formulation of environmentally and culturally sustainable economic programmes and projects, in which representatives of the participating countries can share best practices.
We support the call of the Raizal representatives to the State for the prompt adoption of the Raizal Statute and for attention to the human rights situation in San Andrés, Providencia and Santa Catalina, to be prioritised, with full participation and recognition of the community in the decisions that concern them.
